The City of Hillsboro Utility Billing Division is part of the Finance Department and manages billing for water, wastewater, and solid waste services.

This page provides information on how to pay your bill, apply for service, and view current utility rates.


Pay Your Bill

Residents can pay their utility bills:
  • Online
  • By mail
  • In person at the City Annex Building, 115 S. Church St. Suite B (drive-through available)

Utility Rates

Rates are established by City Council through ordinance. The summaries below reflect current rates. Official ordinances are linked within each section. 

Solid Waste & Recycling

Residential Service (Monthly)

      • Trash (95-gallon cart, weekly): $12.20
      • Recycling (95-gallon cart, biweekly): $3.66
      • Total Monthly Rate: $15.86

Additional Services

      • Extra trash cart: $6.10/month
      • Extra recycling cart: $3.05/month

Small Commercial Service (Monthly)

      • Trash + recycling (95-gallon carts): $29.46

Other Services

      • Front-load containers and roll-off services are available for commercial customers
      • Rates vary based on container size and collection frequency

Water

Base Monthly Rates (Inside City Limits)

      • ¾" meter: $56.50
      • 1" meter: $110.00
      • 1½" meter: $180.00
      • 2" meter: $275.00

Water Usage Rates (per 1,000 gallons)

      • 1–2,000 gallons: $7.50
      • 2,001–5,000 gallons: $9.00
      • 5,001–10,000 gallons: $11.75
      • 10,001–15,000 gallons: $13.25
      • Over 15,000 gallons: $14.50

Additional Information

      • Non-residential rates vary by meter size and usage
      • Specialized rates apply for fire lines and irrigation systems
      • Customers outside city limits are billed at 1.5× the standard rate

Wastewater (Sewer)

Base Monthly Rates (Residential)

      • ¾" meter: $17.33
      • 1" meter: $21.37
      • 1½" meter: $28.13
      • 2" meter: $36.23

Sewer Usage Rates

      • 2,001–10,000 gallons: $2.69 per 1,000 gallons
      • Over 10,000 gallons: $2.69 per 1,000 gallons (capped at 12,000 gallons)

Additional Information

      • Sewer charges are based on water usage
      • Adjustments may be available in certain cases
      • Customers outside city limits are billed at 1.5× the standard rate
