The 1981 City Charter established the City of Hillsboro as a home rule city with a council-manager form of government. The City Manager is appointed by the City Council and is responsible to the City Council for the execution of the laws and the administration of the government of the City. The City Manager is the Chief Administrative Officer of the City and is responsible for the proper administration of all the affairs of the City. The City Manager has the ability to appoint, suspend or remove all or any of the employees or appointed officers of the City with the exception of the judge of the Municipal Courts, the City Attorney, and the City Health Officer. The City Manager is responsible for preparing the annual budget, submitting it to the Council, and the administration of the budget following adoption.
