City Manager
Hillsboro’s City Manager, Megan Henderson, offices in the City Administration building at 214 East Elm Street. Henderson grew up in Hillsboro and graduated from Hillsboro High School before attending college and pursuing a career serving local governments in the Heart of Texas region. She returned home to serve as City Manager in 2021.
The City of Hillsboro uses a Council-Manager form of government. The citizens elect a City Council; the City Council makes policy decisions and is accountable to citizens for those decisions; and the City Manager is responsible for implementing those decisions. The City Manager submits policy proposals to elected officials; provides them with facts and technical and professional advice about policy options; and collaborates with them in setting goals for the community and organization. The City Manager supervises the city staff and operations and has the ability to appoint, suspend or remove all or any of the employees or appointed officers of the City with the exception of the Municipal Court Judge and the City Attorney
