
The former Hillsboro Outlet Mall has been one of the community’s most discussed properties for many years. During the City’s 2021 Strategic Plan process, residents identified the Outlet Mall as both one of Hillsboro’s top challenges and one of its greatest opportunities.
In response to that public input, the City Council adopted a Strategic Plan in 2022 that included pursuing redevelopment of the Outlet Mall property as a key objective.
Since then, the project has involved a multi-year process that included:
- public hearings,
- redevelopment agreements,
- property acquisition,
- infrastructure and financing discussions,
- demolition planning,
- recruitment of future businesses,
- and ongoing coordination between the City and private development partners.

Glaser Retail contacts the City of Hillsboro to initiate discussion of purchasing and redeveloping the Mall property.

Special called meeting to address several issues:
Public Hearing to Hear Comments Regarding Projects and Financing Plans for TIRZ 2 including Designating Property to be Purchased by the City.
This was a major public hearing with 60-70 people attending. The City Manager and developer Brian Glaser were both in attendance and explained the City’s and Developer’s proposed roles in the process. Glaser outlined that there would be primarily food uses mixed with some retail in the first phase and that it would take 3 years to get that going. Citizens asked questions and expressed support for moving forward with the process.

Mayor Smith said in sum, at the end of the meeting, “We have never seen this kind of a crowd and we appreciate the interest, appreciate time in attending tonight, and we think this is a big undertaking for the City of Hillsboro. It is all because the Outlet Mall was one of the top priorities identified by the citizens as needing attention. Glaser closes on purchase of Outlet Mall from Craig Realty. City closes on purchase of back 2/3 of property (32 acres) from Glaser.

Glaser team, in cooperation with City, pursues various potential users for Phase 1 of the development.

Prospects are getting close to needing site clear so they can build. Developer and city collaborate on a demolition plan.
Mallmageddon event held to commemorate mall in advance of demolition.

Development Agreement updated to count Chick Fil A as 2 pad sites (as had been the verbal agreement from the outset) and to have Glaser contract for all the demolition with City to reimburse.

Development Agreement updated to clarify how the demolition payments will be made and to extend Glaser's repurchase option to July of 2030.
